Key strategic objectives
- To formulate and implement an overall minerals and energy policy that ensures transformation of the sectors and optimum utilisation of mineral and energy resources;
- To position the minerals and energy sectors for global competitiveness;
- To govern these sectors to be secure, safe, healthy and environmentally sound; and
- To redress past imbalances to achieve equity throughout the value chain in the minerals and energy sectors.

Legislation
- Quality bills and policies;
- Submission of proposed bills and policies for approval on time;
- Extent to which bills and policies cater for poverty alleviation;
- Implementation of approved strategies; and
- Incorporation of World Sumit on Sustainable Development and Nepad outcomes and goals into existing resources.
Service
- Steps taken to manage political risks;
- Measures taken to maintain stable fiscal and investment regime;
- Facilitate development of geoscience's infrastructure;
- Quality of service;
- Maintain competitive energy prices; and
- Steps taken to support research and development and technology development and transfer.
Health and safety
- Adopt world-class mining environmental health and safety standards;
- Percentage of mines with effective occupational health and safety, environmental management systems;
- Percentage of mines with implementation plans and strategies to address specific occupational health and safety and environmental concerns and hot spots; and
- Measure enforcement activities, such as the number of audits, inspections and environmental management plans, planned against number completed.
Human resources
- Build and maintain enforcement capacity through measures to support staff recruitment , retention and development;
- Significant progress in addressing historical liabilities;
- Achieve internal transformation targets.
Development
- Support programmes for compliance by SMMEs in safety, health and environment;
- Monitor security at Key Points;
- Promote application of cleaner technologies;
- Achievement of targets in empowerment charters;
- Increased value addition of South Africa's minerals;
- Develop a charter in the electricity sector;
- Significant progress in implementation of the Integrated Sustainable Rural Development Strategy and Urban Renewal Strategies;
- To support the development of programmes to advance human resource development, particularly for women and children; and
- Progress in implementing the Electrification Programme.
