To describe the potentially dangerous condition if the contents of a smooth-walled
ore pass get stuck, and fall uncontrollably when freed; and to recommend steps
to take to remedy this.

Alternative brake control systems

Most winders are equipped with an alternative brake-control system to run
the winder through the brakes by means of gravity if necessary. If this system
is used, it may render the safety devices inoperative. The use of such a system,
even in an emergency, presents risk, therefore a minimum safety standard must
be laid down.
